NCRA’s SAFC Fair Credit Reporting Act Certification Programs

NCRA has four different Fair Credit Reporting Act (FCRA) certification programs and tests specifically created for the Housing Consumer/Credit Reporting Industry. Each program also covers some aspects of related privacy laws, such as the Gramm/Leach/Bliley Act (GLB) SafeGuards rule.

  • SAFC-1An entry level certification for employees of consumer/credit reporting agencies and other business entities in which a baseline knowledge of the FCRA and GLB is required.


  • SAFC-2 – An advanced level certification for employees of consumer/credit reporting agencies and other business entities in which a more extensive knowledge of the FCRA and GLB is required.


  • SAFC-MHP – Multifamily Housing Professionals For landlords, employees of apartment complexes, property management companies, and condominium associations who use credit and background information (consumer reports) for determining residential leasing or multifamily occupancy. This report is different from the SAFC-1 and -2 above, as its focus is on the information needed by a proper user of consumer reports as governed by the FCRA and GLB.


  • SAFC-MLP – Mortgage Lending Professionals For mortgage loan officers, processors, managers, underwriters, closers, and other residential mortgage lending employees who use credit reports in the mortgage lending process. This report is different from the SAFC-1 and -2 above, as its focus is on the information needed by a proper user of consumer reports as governed by the FCRA and GLB.

Each program comes with a custom FCRA Study Guide that will provide background and explanation of the two primary laws affecting the housing consumer reporting industry.  This includes an in-depth perspective for consumer reporting agency employees (SAFC-I and SAFC-II) and for both the mortgage lending and residential leasing industries as the users of those reports. 

The FCRA is the primary focus, with some portions of the GLB covered in the study guide to assist in the successful understanding of the laws and passing of each of the certification tests.  The NCRA FCRA certification test can be retaken as many times as needed with no additional charges.

NCRA’s FCRA Certification Program is FREE to Members And to NCRA Member Customers!

To promote being good stewards of the sensitive consumer information we are all trusted with in the residential housing industry, all employees of NCRA member consumer reporting agencies and all the employees of the mortgage lending and residential leasing customers of NCRA members can become FCRA certified at no cost.

Anyone interested may be eligible for FCRA certification for the cost of $75 per person for SAFC-I or II and $50 per person for SAFC-MFP or SAFC-MLP. All of the SAFC FCRA certifications come with above NCRA “Certificate of Accomplishment” and right to use the applicable FCRA SAFC designation logos shown above as part of your email signature and/or business card. NCRA reserves the right to refuse access to the FCRA certification program to any individual for any reason.

The NCRA FCRA Study Guide is property of NCRA for use with the NCRA End User Test only. All other uses of the NCRA FCRA Study Guide is strictly prohibited without written approval from NCRA. The Study Guide and End User Test are provided as a courtesy from NCRA for distribution by its consumer reporting members and to their mortgage lender and resident screening customers.

Important Note Regarding FCRA Certification

NCRA’s FCRA Certification is free for all member companies and NCRA member customers.  NCRA recommends that FCRA certification be renewed annually.  FCRA Certificates provided upon the successful completion of the test expire 12 months from the date of passing.
